Chavon Latowya Frank Facing 2 Counts of Intoxication Manslaughter for Fatal Wednesday Night Hit-and-Run That Killed Two Young Pedestrians in Southwest Houston

Wednesday night around 9:15 p.m. in Southwest Houston, Texas on westbound W. Fuqua near White Heather, Chavon Latowya Frank ran a red light and struck a male and female pedestrian, both in their 20s, with her speeding gray Toyota Corolla. Chavon Frank continued driving and dragged the female victim for about 50 yards behind her car. A witness was able to follow Chavon Frank, catch up with her near Hiram Clarke Road, and detain her until police arrived.

News reports included an account by a witness of the horrific and tragic scene. Family members of the victims had gathered at the scene. They waited to get through to their loved ones while police closed off the area to investigate the fatal hit-and-run and gather and preserve evidence.

The two young hit-and-run victims were pronounced dead at the scene of the tragedy. Lt. Phillip Munoz of the Houston Police Department said that Chavon Frank appeared to be intoxicated. Police took her into custody on suspicion of drunk driving.

Our hearts are sick over this tragedy, and our minds outraged by this horrific example of Houston's status as the number one site of drunk driving fatalities in our nation. How could anyone, no matter how drunk, just mow down two innocent young people and then drag one behind the car attempting to flee the scene? It staggers the imagination. Yet it happens practically every day in some form.

We hope that the surviving family members hold Chavon Latowya Frank fully accountable for this sickening tragedy that she caused. And we hope that if there's an irresponsible bar, club, or restaurant that served Chavon Frank the alcohol that fueled this heinous hit-and-run, that the families hold that establishment accountable too. We'd be happy to help these families. Justice in this one case won't shut down Houston's deadly drunk driving problem, but it'll be a step in the right direction. And it might help two Houston young people to rest with peace.
