Under the NAFTA free trade agreement, the Mexican trucks are supposed to bring Mexican produce and consumer goods produced in Mexico into the U.S. for sale here. Perhaps you remember this news photo of an X-Ray scan that caught two Mexican trucks smuggling illegal immigrants northward. The news report quotes authorities as saying that there's a huge demand for this type of lucrative service, and it presents little risk to the trucking companies as there are few investigations or convictions.
